School Vulnerability Assessments & Safety Plans

The ultimate goal of this project is to sweep away fear, anxiety, and the threat of violence so students and teachers can direct their efforts on classroom success instead of personal safety. By doing so students, teachers, and parents will achieve a richer experience and higher levels of personal growth .



Project Overview:

Don Shomette will visit your school and spend at least one day onsite conducting a comprehensive and exhaustive assessment of your school’s vulnerability to violence, mass shootings, and other targeted threats.

He doesn't just look at your weakness, but also your strengths.

Don will observe and assess the school culture, interactions between adults and students, morning arrival, class changes, mealtimes, lockdown procedures, protective qualities of each classroom door, and dismissal.

Don will then create a Safe & Loved School Safety Plan specific to your school that you can use to make your school safe and your teachers, students, and parents feel loved.

The written report is in-depth, site-specific, and comprehensive, serving as both a learning tool and a school safety plan with actionable solutions tailored to meet and exceed your needs.




Project Steps:

Step 1: Prior to Onsite Visit

  1. Offer zoom calls with principals, staff members, and other key personnel to provide an overview of the project and answer questions.
  2. Contact each principal to let them know what to expect and answer questions.
  3. Provide a brief and positive email/video describing the project for staff members.

Step 2: Onsite Visit
Don Shomette will…

  1. Start prior to staff arrival and end after student dismissal.
  2. Complete a comprehensive and thorough vulnerability assessment of the school’s current ability to identify, assess, prevent, and survive a threat.
  3. Provide personal support and actionable suggestions for immediate improvements.
  4. Assess morning arrival, class transition, classroom time, the school day, lunch, and dismissal.
  5. Utilize the internationally recognized and proven violence prevention strategy known as Crime Prevention Through Environmental Design (CPTED pronounced “Sep-ted”) of which Don Shomette is a national practitioner, instructor, and expert.
  6. Observe and assess interactions between adults and students.
  7. Inspect and rate every classroom door for its protective strength.
  8. Identify strengths as well as areas for improvement.
  9. Determine each school’s current ability to adequately engage, supervise students, control interior and exterior access, and project a strong but welcoming sense of territorial reinforcement or positive ownership to students, parents, and visitors. This is known as E-SAT and it the 4 critical elements in making any school safer and preventing violence. The greater your E-SAT the safer the school!
  10. Assess current mechanical security measures (cameras, doors, locks, gates, etc.) for maximum efficiency and proper placement as well as their ability to deny, delay, and minimize access to the property, classrooms, lunchrooms, and other critical locations.
  11. Inspect every classroom door, lock, and door frame to determine the overall protective quality and effectiveness for every classroom should it become necessary to barricade or lockdown that location.
  12. Assess current safety policies, procedures, and protocols.
  13. Observe and evaluate student engagements in order to offer recommendations that will help teachers to multiply, maximize, and re-energize relationships.
  14. Determine the easiest, quickest, and most effective ways to blend violence prevention methods and techniques into the school day.
  15. Take photos, videos, and interview a small selection of staff members.
  16. Not disrupt the normal day in any way.
  17. Provide a detailed leadership debriefing at the end of the day.

Step 3: Written Report and Safe & Loved School Safety Plan

  1. Within 30 days of project completion, each school will receive a detailed written report and a school specific Safe & Loved School Safety Plan for implementing Safe & Loved school-wide.
  2. Recommendations will be easy to understand and listed from most to least important.
  3. The Safe & Loved written report is extremely in-depth, site specific, and comprehensive. The report is designed to double as a school safety plan.
  4. The purpose of the report is not to simply state a finding but to provide a realistic plan that will immediately and significantly make each school safer.
  5. Because people are holistic all violence prevention and safety efforts should also be holistic. Therefore, the plan is crafted to improve all aspects of your school day and not just safety.
  6. Every recommendation is crafted to improve physical safety as well as enhance the climate so your studens, teachers, and staff members feel safe and loved.
  7. The Safe & Loved Safety Plan doesn’t only focus on what is wrong. It is a blueprint for lowering vulnerability to violence therefore current strengths that help to accomplish this task will be showcased and validated as well as recommendations provided to make those strengths even better.
  8. Recommendations are written so that a person without formal training in safety and security will be able to implement the changes as well as understand why those changes are beneficial to lowering vulnerability to violence.
  9. The written report is also a learning tool used by Don Shomette to transfer skills learned and perfected from thirty years of preventing violence in schools.

Step 4: Ongoing Support

  1. To help you successfully implement the recommendations in your Safe & Loved Safety Plan, school personnel will continue to have access to Don Shomette via phone, email, and video for coaching and consultation at no additional fee.

Our district has struggled with the rate of long term suspensions for students with disabilities, which has required us to work a bit closer with NYSED and take a deeper dive into our data.

Last week, I shared with them that our long term suspensions for students with disabilities went from 15 in 2021-2022 to 4 in 2022-2023. Safe & Loved for Teachers - Individualized Sessions.

This program is similar to the Safe & Loved for Teachers district professional development but is designed for a smaller, more individualized school audience.

It is for schools that want to improve, enhance, or achieve specific safety goals, skills, and capabilities but don’t have the ability to gather for large-scale, district-wide training sessions. Instead, Don Shomette will conduct multiple training sessions throughout the school day with small groups until every teacher and staff member is trained on the same topic.

Some of the possible choices for topics:

  1. Blending proven, positive, and people focused violence prevention techniques into the school day, classroom, and student engagements (Safe & Loved).
  2. Creating methods that make student engagements safer, more positive, more instructive, and more frequent.
  3. Using the E-SAT engagement method to make students safer and feel more loved.
  4. Spotting students on the Path to Violence (reading negative behaviors and trajectories, identifying indicators of impending violence, and commonalities in school attackers).
  5. Identify, reporting, and distinguishing dangerous from non-dangerous behavior.
  6. Safely welcoming suspended or troubled students back.
  7. Effectively implementing 4 Points of Contact during morning arrival to ensure the day has a great, welcoming, and warm start.
  8. Correcting troubling behaviors (5-10-15 method) through positive engagement.
  9. Implementing the 3 actions (Act Fast) other teachers have used to survive violence.
  10. Speeding up and perfecting lockdowns.
  11. Implementing the 7 Second Lockdown (can include Don Shomette leading drills).
  12. Loving the unlovable student.
  13. Deescalating potential conflicts with the Open-Response Method.
  14. Guarding your gratitude (the loss of gratitude is the first step towards burnout and how to protect yourself from it).
  15. Establishing personal routines that make teachers safer, happier and more successful.
  16. Identifying, responding, and reporting potential threats (office staff personnel).

Safe & Loved for Key Leaders & Counselors.

This course is for key leaders, counselors, and social workers that want to master student safety assessments (human threat assessments) as well as perfect intervention, management, and growth plans to help students not choose violence.

This course consists of instruction, practical applications, and one-on-one help in conducting student safety assessments as well as creating intervention and management plans.

Participants will have the ability to participate in additional online training opportunities consisting of the following:

  1. Additional practical applications.
  2. Group discussions.
  3. Question and answer sessions.
  4. In-depth case studies of previous school attacks.
  5. Lessons learned from previous attacks/attackers.
  6. Current events concerning acts of extreme violence as they transpire.

Participants will receive:

  1. Paper and electronic copy of the Assess & Progress Program/Procedures.
  2. Parent guide.
  3. Path to Violence worksheet.
  4. Search worksheets.
  5. Student, parent, and witness worksheets and suggested questions.
  6. Substantial Step Worksheet.
  7. 5 page Master Worksheet.
  8. Online access to download course materials, procedures, and additional resources.
  9. Continued support in conducting student safety assessments and creating intervention and management plans.

Special Points:

One of the benefits to a 1-day training, inside your district, is that more key leaders and counselors are more likely to be able to attend the same training. It is critical that everyone receive the same training because when a threat is identified and a student safety assessment is initiated, everyone must be on the same sheet of music, using the same terminology, and moving quickly in the same direction.




Safe & Loved for Leaders

This is for superintendents and school leaders who want to quickly and easily make sweeping enhancements across the entire district by implementing the 4 Key Strategies of Safe & Loved (E-SAT).

This is a fast-paced, focused, burst of energy that inspires leaders and leaves them with a clear understanding of the science of reshaping a school environment (E-SAT) to make schools safer, lower fear and anxiety, raise quality of life, and enhance credibility of school and district leadership.

The day consists of part instruction and part practical application and concludes with creating individualized Safe & Loved Leader Action Plans.

Our newest and most exciting initiative is speaking directly to students. It’s time to engage them, as they are ready and willing to take on a greater role in their own safety if we guide them!

Students will participate in a brief assembly that is fun, inspirational, motivational, and age-appropriate. They will learn about a holistic approach to safety that can enhance every aspect of their lives—inside and outside of school.

Whether it's a single assembly or multiple sessions tailored for different age groups, we can schedule these throughout the day to maximize engagement and impact.
